Providers may modify this agreement at any time, and such modifications shall be effective immediately upon either posting of the modified agreement or notifying you. This Agreement shall all be governed and construed in accordance with the laws of the State of Florida applicable to agreements made and to be performed in Florida. You agree that any legal action or proceeding between the Providers and you for any purpose concerning this Agreement or the parties' obligations hereunder shall be brought exclusively in a federal or state court of competent jurisdiction sitting in Florida. Any cause of action or claim you may have with respect to the Service must be commenced within one (1) year after the claim or cause of action arises or such claim or cause of action is barred.

User Rules In order to maintain an informative and valuable service that meets the needs of the users of the service (the "Users") and avoids the harm that can result from disseminating statements that are false, malicious, violative of the rights of others, or otherwise harmful, it is necessary to establish the following rules to protect against abuse.

i. You may not post or transmit any message anonymously or under a false name. You may not permit any other person (other than an agent acting on your behalf and subject to your direct supervision) to access the Service using your account for any purpose.

You may not: (a) post a single article to more than five (5) Usenet or other newsgroups, forums, email mailing lists or other similar groups or lists; (b) post to any Usenet or other newsgroup, forum, email listing or other similar group or list articles which are off-topic according to the charter or other owner-published FAQ or description of the group or list; (c) send unsolicited mass emailing to more than twenty-five (25) email users, if such unsolicited emailing provoke complaints from the recipients; or (d) engage in any of the foregoing activities using the service of another provider, but channeling such activities through the Service or remailer, or using the Service as a maildrop for responses.
ix. You may not violate the terms and conditions and operating rules of any other interactive service, including, without limitation, Usenet or other newsgroups, forums and World Wide Web sites.
x. You may not use the facilities and capabilities of the Service to conduct any activity or solicit the performance of any illegal activity or other activity which infringes the rights of others.
